So what happens if I pay the hightest priced ticket available, then they offer VIP's?

Are you talking about the US dates?
So far all the ones on sale have VIP tickets and yes you have to pay the price and you've got to make a really hard decision -
Either front row and no meet & greet
OR
Meet & Greet and premium seating which puts you back to the 4th or 5th row from what I've seen.
